Emerging Foreign Policy Vision Identifies Europe's Fundamental Problem: An Alleged Shortfall of Xenophobia?

Throughout his first term, commentators often suggested that the former president's statements should be interpreted earnestly instead of literally. However, subsequent events indicate that that formula could have reversed the logic.

A recently unveiled U.S. National Security Strategy alongside a series of comments from U.S. figures, presidential allies, and the former president have precipitated potentially one of the most profound crises for Atlanticism, the security framework that has sustained stability and freedom in Europe since World War II.

From Burden-Sharing to Civilizational Fear

Whereas Trump's earlier complaint focused on Europe's perceived refusal to fund its own security, his vision has now embraced a significantly more disturbing outlook.

Tinged with racism and a staggering contempt for Europe's political institutions and officials, he has issued warnings about the potential of civilizational erosion on a continent he has rarely visited and mostly viewed from the interior of a luxury vehicle.

"A lengthy discussion lacking in a consistent philosophy is nevertheless full of another element: the muddled anxiety of an older man facing demographic shifts."

A conspiratorial worldview, which has shaped harsh American border and law enforcement approaches, is now clearly to be informing the administration's understanding of Europe.

A Xenophobic Thesis

From this vantage point, immigration from the global south leads to a weakening of European countries, making them "weak" under "stupid" leadership and paving the way for their eventual decline. This is an unabashedly xenophobic ideology, with the president's allies explicitly endorsing nationalist movements across Europe.

While the broader theme of this race-baiting is familiar, its specific implications for European security are essential to grasp.

In the view of the president and his adherents—a group that includes tech magnate Elon Musk, who recently advocated for the breakup of the European Union—all statecraft is inherently transactional. However, whereas the previous argument was about financial fairness, the new claim is that a declining Europe is undeserving due to its embrace of diversity.

A Self-Fulfilling Prophecy

In his interview, Trump joins these dots in a form of wish-fulfillment exercise. He concedes that Russia's Vladimir Putin desires a weak Europe. Trump then declares Europe is weak, and by publicly highlighting the rifts between Washington and European capitals, he inadvertently aids Putin by actively undermining European unity—while simultaneously denying any responsibility.

All of this is playing out at possibly the most critical moment for Europe since WWII, with a brutal conflict in Ukraine and rising Russian-hostile actions elsewhere on the continent.

While Europe cleaves ever tighter to Ukraine amid persistent threats of American abandonment, the danger is that Trump has constructed a justifying narrative for ignoring his allies.

The European Response

This situation requires a robust reaction from European leadership. While some figures, such as German Chancellor Friedrich Merz, have been forceful in their rebuttals, including British officials—have opted for a policy of seeking to placate the White House.

Recently, a Downing Street spokesperson declined to push back on the president's remarks about Europe or his latest criticism on London Mayor Sadiq Khan.

The spokesperson stated, "He enjoys a productive partnership with the American leader and a strong relationship with the Mayor of London, and is committed to working with both to deliver better outcomes for the British public."

The stark reality is that Trump means what he says and says them repeatedly. It is past time to stop pretending that things are different.
